Thanks to Charlie Mullendore of Antietam Classic Cycle for sending me this information via email. In Charlie's own words:

After struggling for several minutes to get all three washers and one spring aligned on a customer's Le Mans III so I could reinsert the rocker pin, I decided to make a tool that would align everything in one easy step. Bought a 1 ft length of 15 mm diameter Ultra Machineable 12L14 Carbon Steel Rod (McMaster-Carr part number 5544T362), machined a taper on each end, cut it half and knurled the ends (made two). Needed to file and polish it a bit to slightly reduce the diameter so it would slip into the rocker stand easily, but now it works perfectly. No more time wasted trying to get the pins in! Works on round head engines just as well.
