Hey Bruce

I'd say so. Both of my loopframes are sloppy in the shift area even with
relatively new parts. You can tighten things up considerably by using the
ball-type joints found on the later bikes. I have done this on my Eldo.
Beware, however, of simply bolting the new joints to the old worn out
levers. Since the holes in the levers get enlarged by wear the stud for the
ball joint will wiggle loose which can result in the shifter flopping over
dead onto the floorboard just as you need 4th gear as you merge onto I-40.
Don't ask me how I know this. That may be one reason why Guzzis have tool
kits ;)
The good old pin and clevis deal works great with a little grease every now
and then will last a long time. Unless the slack bothers you I wouldn't
worry about it too much. Just check to make sure it is not about to fail.

 While putting the cylinders back together this weekend on the Eldo, I
found myself inspecting the heel 'n toe shifter mechanism. I was
wondering about is the slop in the linkage mechanism (I did find a loose
clamp bolt but tightening it up didn't reduce the play). I have about
.5" (12.7 mm) of play out at the end of the shifter arm. I noticed that
most of it comes from the connection of the vertical linkage to the
short arm off the shaft from the tranny. Is this slop typical?
