Hi,
I am having about the same problem as you with the poping, I have about
got it pin pointed to the timing. I have noted that there is a point
between poping in one side and then moving it to the other, pretty anoying.
Any way the timing may fix you. I like you am now pretty good at tearing
apart my carbs.

I think the answer to your question all depends on how your question is
worded and what you really mean. The way I am reading it is that the
bike won't crank, or cranks weak, as a weak or dieing battery would do
in a car, that good ol whaa, whaa, whaa.. If you are getting this, you
may have a problem that I just had, a corroded wire going from the
battery to the starter. Mine wire would actually smoke if you kept the
starter button depressed while the starter was not cranking the engine,
ouch! While disassembling the bike for other reasons, we found the wire
has shot where it connected to the starter and it seemed the wire itself
was corroded, thereby acting as a resistor. In process now of cleaning
up the wire and connection but I think this will clear up the problem.
