Patrick,
You are the second or third guy to mention choke. I asked the dealer about
this awhile ago and he said the chokes seemed fine but I will look into this
again. How can you tell if there is 1/16" slack in the choke cable? Do you
grab the cable in your fingers near the carb body and see if it somewhat
loose when the choke is off? Thanks, Bob Hawkes

Bet your choke cables are too snug and the choke (enrichening valve not a
choke) is not fully seated. Common Guzzi tuning error. Should be 1/16
slack
 in the outer cable at the carbs when the choke is off.
