Patrick beat me to this (choke cables), that and float level may
cure your problems.

Bet your choke cables are too snug and the choke (enrichening valve
not a
choke) is not fully seated. Common Guzzi tuning error. Should be
1/16 slack
in the outer cable at the carbs when the choke is off.
