Did a similar thingy.

machined a T fork tube cap to fit in the top clamp. drilled the center and
put in a sert to accept a big hardened allen bolt. used that way gave the
puller something to work with when busting the forks out of the top clamp.
('twas a mofo, 'twas)

then to reassemble, I cleaned up the fork tubes real nice. and then cleaned
out the insides of the lower tree. then I cleaned it again. fork tubes slid
in almost far enough. a fewgood whacks with a deadblow on the fork lower and
the tube was up high enough. then I used a machined cup (like the one for
setting the main seal) with the hollow side out, I threaded a longer
hardened bolt to the machined plug and used it to draw the fork tube to the
clamp. still not high enough so I then flipped the cup over and used the
bolt to draw the tube up level with the top of the top clamp hole.

bingo.

Just ask Mark at MG Classics for an extra fork tube cap. He's got a
bunch of 'em!
Then machine off the hex and redrill/tap the 6mm hole to 1/4-20 or
5/16-18 where you can get some affordable threaded rod. Pulls the fork
tubes up easily.

Just a suggestion, worked for me. Of course the proper tool is the best
but......
