Just looked at mine. Crashbar is mounted first, then footboard mounting.

Front of footboard mount, where it flattens out, is so tight to sidestand
bkt. that paint is through & small bit of rust is present.

I'd say it was a matter of manufacturing tolerance.

I am looking for information about floorboard and crashbar
installation. Which of these should be bolted to the frame first? I
assumed that the crashbars should be put on first, but when I put the
left side police style crashbar on the bike, the front of the left side
floorboard tube will not clear the part of the crashbar on which the
large sidestand bolts, unless I file away some metal.
Any help would be appreciated.
