Swap the carbs to see if the problem follows the carberator. The adj screws will not be very accessible, but at least you can make sure it is that one carb. Then make sure your needle is on the same setting as the other. Also may sure you have a little slack in the throttle cables and the choke cables, to make sure they are not being held up. You may have a bad air mixture screw seat, which is common, from people tightening them down to hard and ruining the seat.

Hello all,
I finally got my Eldo restoration done, and got it running
yesterday, but have a few minor problems.
The left carb has a problem in that it will only run with the choke
partially on. With the choke off, the laft side will not run at all, but
as I increase the choke, it will start to run lean (backfires) but will
run properly if I give it a little more choke. I rebuilt both carbs, and
have had no problems at all with the right side. Since having this
problem, I have disassembled the carb completely, and checked for any
air leaks between the intake manifold and carb, but had no success. The
right side has the same size jets as the left, and runs fine, so I am
stumped. Any help would be appreciated.
My only other problem is with the gas cap gasket. My gas cap leaks
a little gas onto the tank. Does anyone know where I can get a new
replacement gasket?
