Brian,
The bottom of the bars bolt up the same as and in place of the passenger
foot pegs. as for the top you have to drill a hole in the frame(the flat
"fin" for lack of better words)in front of the bags. Once you bolt them up
in place of the rr pegs it will become clear where to driil your hole.

A while back I ordered rear crashbars for my Eldo, but found that
they would not fit with the Wixom bags mounted. Since then, I have seen
several photos of bikes with Wixom bags and rear crashbars. Could
someone tell me what is going on here?
