The "interior threaded part" is the fork tube, and it has slipped in the
lower clamp (are these loosened?) You need the cool special tool to
reach down there, thread into the tube, and yank it back up.

If you didn't loosen the lower clamping bolts, it might be a good time
to check em! I would loodsen them after you have both upper nuts
threaded down but not tight, and then tighten them after tightening the
top nuts.
