Sounds kinda scary! Could you bolt a strap or something to the nut,
using the threaded hole in the top, and use it to tap the fork tube up
enough (with the lower clamp loosened) so the nut will then go in with
the top plate in place?

The "interior threaded part" is the fork tube, and
it has slipped in the
lower clamp (are these loosened?) You need the cool
special tool to
reach down there, thread into the tube, and yank it
back up.

If you didn't loosen the lower clamping bolts, it
might be a good time
to check em! I would loodsen them after you have
both upper nuts
threaded down but not tight, and then tighten them
after tightening the
top nuts.
