Subject: Side cover Question

I have a 1969 V7.....and it has the early style side covers. The side
cover on the right goes over the speedometer cable and has a small cut
away for the cable. At the top front corner of that same side cover
there is a machined hole also. It is about 10mm in diameter. What is
this for?
Also how were these cover originally held in place and are those
pieces available?
