Thanks for the idea, but I thought that might be a problem as well. So, I
totally removed the brake shoes and tried to install the front wheel. No
dice. Same problem.

Dennis,

My bet is that the side of your brake shoes are bottoming out on the
wheel hub. Try putting (temporarily) a washer in between the brake
backing plate and the left-hand wheel bearing. I had the same problem on
my Ambo because the relined shoes had wider friction material than the
what was original. Seems to me that I solved the problem by filing off
the edge of the linings on the inside edge of the brake shoes. I may
have also left the washer in there as a spacer, but that was a year ago
and I didn't take notes.
