Is this just the gasket or the whole cap? Is this for the police
twist-off cap or the regular captured cap?

It will fit most standard oil containers (not Mobil 1, however). Attach the cap to your container, put your finger over the cap and insert it into opening for adding oil. Remove finger and squirt.
