Bob-
I don't know of a torque spec.
Any threaded fastener will fail if tightened too much.
We CAN break anything, we are guys.
You only need enough torque to keep the caps on. Once you tighten the
caps the taper on the forks are pulled into the taper on the triple tree
and that itself becomes a secure fit. Remember also that the lower
triple tree has the bolt clamp action squeezing the forks. I use a 1/2"
drive ratchet and just pull them snug. Tighten these caps before
tightening the lower triple tree bolts.
