Brian,

Whether the wheel is balanced or not it is likely not the cause of the
problem you describe. I would look to see if the wheel and/or tire are
concentric to the hub, either one could be off. Jack up the front end of
the bike, line your eye up across the fork, fender or wherever, and give
the wheel a spin. There should be no up and down movement of the tire as
the wheel goes around. If there is, start looking at the rim and the
tire. If the rim is not true and concentric, or if the bead of the tire
is not properly seated it will not run true and will cause the problem
you describe. There is one other possibility.....an out of round tire.
It doesn't happen often, especially with cycle tires, but I have seen
many cars going down the road with the same probelm you
describe......bouncity, bouncity, bounce!
