Some tune-up changes have direct effect on other settings. So, you start with those that will not change when you make other future changes.

Clean and gap the spark plugs and leave them out.
Torque the heads if necessary. (optional)
Set the valve lash.
Set the gap of the points.
Set the static, idle timing.
Replace the plugs.
Start the bike and let it warm.
Set the high rpm dynamic timing.
Balance the idle vacuum and idle speed.
Balance the roll-on vacuum.
Set the idle mixture.
Re-balance the idle vacuum and idle speed.
Re-balance the roll-on vacuum.
