On the inside, the rotor spins clockwise as the engine runs. So, turning the
distributor clockwise will retard spark and turning it counterclockwise will
advance spark.

What do you mean it stops turning before the end of the adjustment slot?
After years of use, the clamp bolt vibrates a groove into the surface of the
adjusting arc. I'd bet you are catching on that groove. Remove the clamping
bolt completely and it should spin all the way. Next time you have the
distributor out in your hand, file the adjustment surface flat and square
again.
