Jesse,
Can anyone (me included) open up a speedo? I thought they were sealed so no
one could mess with the odometer. Can you provide me with more info on

 Usually it is the cable. If you can positively rule out the cable (even
a new cable can have a bind that causes surging). Otherwise the speedo
can will need to be opened . The surging can be caused by underdamping
usually from the speedo bearings being too dry. The other cause is
debris in the magnetic drive. The debris will drag the magnetic slip
clutch and cause needle fluctuation. Any make magnetic drive speedo can
have problems like these.
