 Yes ,but to do it right you will need a fixture to avoid spoiling the
bezel ring. I turn an aluminum form and fit it carefuly to the face.
Then carefully lift the crimp and open the speedo. Usually a little
,very VERY little WD-40 on the pin bearings allow it to dry then a DROP
of 0W Mobil One will do the trick . Cleaning the clutch with a gentle
prodigious use of canned compressed air should blow out the dust that
may cause drag there . Since your speedo seems to read low I would
suspect the pin is dry. Dusty clutches tend to read high.

Bob's speedometer in Farmington Mich can make it run like new if you
don't want to risk damage.

debris in the magnetic drive. The debris will drag the magnetic slip
clutch and cause needle fluctuation. Any make magnetic drive speedo
