Excuse me for being anal here but you are saying that the steering tube can
be driven out downwards? Thanks. I was whacking it pretty hard but I guess
it is just tight in there. I'll try again. Thanks guys.

Finally I am assuming that when you are talking about taking a Dremal to the
race you are planning to replace it?

Once you get the fork tubes out of the trees and the top plate and nut
off, the stem and lower clamp will come out downward easily. I wouldn't
disturb the lower nut if not absolutely necessary. If you need to get
the lower steering bearing race off the stem, it's easier and neater to
dremel as much of the way through the race as you can, and then a gentle
tap with a small chisel will snap the lower race, which will then slide
off the stem.
