Subject: strange rear fender

Hi all,

I noticed on the rear fender that I am cleaning for repainting, on the
end nearest the tranny, the fender is 'scallopped'. It has about four
creases about 3/4" apart all the way across the 'lip' of the fender.It
kinda looks like an awning. You cannot see it from the outside, only
when turned upside down.

Any clues??
