I finally got around to testing the 4 wires at the tach. And the
results are:

1. ground wire is just fine (has loop connector - bolt required to
attach to tach)
2. light bulb wire is also fine - lights up nicely
3. black wire from '+' coil connector - a steady 12v, good to go
4 blue/black from '-' coil connector - oscillates between 12v and .1v
as the points are opened/closed - good

My other idea is that I've reversed the two wires from the coil for I
can't find my little diagram I drew when I removed the tach for repair
last winter. So looking at the underside of the tach and going
clockwise around the tach I have the following

1. blue/black wire on spade connector
2. ground wire bolted to a circular post
3. black wire on space connector
4. light bulb

Can someone please check to see if their operating tach is wired up the
same way? For if it is the same, the then the tach never was repaired correctly.
