Bikeworx,
The simplest way is to carefully drill the heads off and carefully peel the tag off the neck. Then when you get your frame back you can drill out for 1/8" rivets or someone can supply you with the drive-screws (which are the stock item that was used) an reattach the plate.
I repeat, be carefull because it appears that some adhesive was used on the back of the plate and you could tear it.
When I reattached mine, I used some rubber cement to seal the back of the tag to the neck.
