Got slack in the choke cables coming out of the carbs?
Could be fuel is getting by the choke plungers.

Are the idle jets the right size? Are the needles correct and in the
right position..low clip/rich, med or high clip/lean?
In addition to this, check to be sure that the float needle valves are not
worn. I had a similar experince with my 71 ( Del Orto) the rubber tipped
needle valves were worn ( grooved) and the enrichener was worn too. It ran
well at higher rpm but smoked and stalled at low rpm.
Its OK now.
