YUP ! The ususal malady is tight cables or just plain leaky plungers .

Probably not the mixture. I'd bet your choke cables are too tight and
holding the chokes (enricheners) away from their seats. Or, the rubber
disks at the
bottom of the chokes are worn. You should have near 1/8" of slop in the

cables at the carbs when the choke is turned off.
