What Ron says is true, they are called drive-screws.
The steering head is drilled thru so these drivescrews are just tapped
into the holes. They can be removed from the outside as Ron suggests
with lots of patience.
The tool I made pushes them out from the inside making the risk of
damage near impossible.
Jtelliot, also on this list, has the tool right now.

removed them
very carefully prying under the edges of the ID plate with a 3/4"
wide putty knife/gasket scraper sharpened to a shallow taper on my
grinder.
The ID plate is very soft aluminum-it takes patience. Once the head is
up
just a bit, grab it with flat nosed pliers & a quarter to a half turn
brings
it right out. Putting them back is easy-a couple light taps w/ a small
hammer.

Just what kind of rivets are used to attach vin plate# I dont feel/see
any holes on the inside of my steering neck, so how would one get a
rivet bucking bar on the end of the rivet??

Ive got to take mine off in a day or so to get the frame coated.
