"Popeye" (my old 1972 Eldo ,now Rex Clark's) has chrome fenders and all the police fittings except for the big bracket. It does have the other ,smaller one. It was NOT a police bike . It may well be the large bracket was special order for a particular wheel drive siren and not all (real) police bikes had them. But it is likely most if not all the machines with the larger bracket wee indeed REAL police bikes . Very few civvies back then would actually want that ugly appendage by choice.
