Mark's right.

The chrome-fender jobs were sold at various times by the Berliners as
"California Police" and "Police Specials." Mike Berliner said they
offered these to satisfy demands from civilians in the US for Eldos
with footboards for touring or that looked like hte cop bikes.

They lack a siren mount and were essentially the same as the Euro
California model. Most had regular Eldo sidecovers, though some came
with "California" screen-printing on the sidecovers. Also, they were
offered with the US police windshield mounts for the Harley-style
shield, rather than the Euro-Cal shield.

That's not to say there were no cop bikes with chrome fenders. Some
departments had odd mixes of parts. Colorado, for example, on one load
got civilian bikes that were then fitted with AAA footboards by the
dealer through which they were ordered.

Never seen a REAL police bike with chrome fenders,a few might have
slipped tru,if the handle bar risers are alluminum like most chrome
