Steve,
make sure that the shims aren't stuck to the bearings or the spacer. When I went to replace my front wheel bearings, the grease was gummy and the shim stayed with the bearing, which I didn't see until I went through the process of shimming and it took a lot of shims to get it right. Then I found the large shim that had been stuck to the bearing and started all over with that shim and just had to add a paper thin one to make it right.
Just like Joe said, add shims to loosen, remove to tighten. If it's loose with no shims, have someone machine a .001" or two off the spacer then shim as necessary or get new bearings and try it again. (They aren't expensive and it's just good insurance to put in new ones - PO syndrome)
