The best tire for the least money (IMHO) are the Bridgestone S11s from
Chaparral. The 110/90-18 front (pretty close to 4.00-18) is $51 and
120/90-18 rear (the size I use - they have a 110/90-18 also) is $60, $18
shipping for the pair.

I've been using the Continental TKH23 "Blitz" 110/90-18 front and the
Continental TK17 "Tour" 120/90-18 rear on the '69 Ambo the last two sets
and am very pleased with them. However the cost of the Tour has
increased quite a bit lately, so I'll probably use the TKH24 "Blitz"
rear this time (I have before and they work just as well, but don't last
quite as long - 10k vs. 14k). Prices at Tire Express are currently $64
front and $71 rear (4.00-18), add $3 for the 120/90-18. Shipping is
