Yes the stuff will bond to fiberglass so as to provide some inside
protection.
Regardless of the cleaning process (Sandblasting and or chemicals) you
still have to coat /seal the inside of the tank so as to prevent future
rusting. Infact the more you clean the more you will be removing what
factory metal treatment is left. The sealer will also trap any small
particles of sand that somehow don't make it back out.
The fact that some have found their tanks badly rusted and possibly
beyond repair is evidence of the need to seal the metal just the same as
you do on the outside with primer and paint.
