If you are talking about the lower inner race that is pressed down on
the streering stem, I just cut the outer retainer off with a dremel
cutoff wheel, ditch the rollers, and then cut through as much of the
inner race as I can with the dremel without cutting into the steering
stem. When you have cut as much as you can, a tap with a small cold
chisel and hammer will break the thin piece of the race still intact and
it will fall off. Save it, because when you put the new bearing on you
can flip the old race and use it to drive the new one on.
