Subject: Front Wheel Install Question

Took off the old wheel and installed the powder coated one. My question
is, the old wheel bearings had no shims/washers, the new one had what
looks like a double wide washer. I installed the wheel with this double
wide washer and noticed the brake hub side seems to be sitting a decent
distance off the wheel itself. The other side hub cover sits fine.
When looking in the space of the brake side hub cover, I can see that
the brake shoes are sitting right at the edge of the wheel where they
will be biting. Is this OK or should I remove this double wide washer
and get the brake assy hub cover to sit in tighter against the wheel?
If I do remove the washer, will I run the risk of binding the bearings
when I torque down the axle bolt, in turn, locking the wheel (which is
what happened to me with the rear wheel-had to add a shim to the bearing
to free up the wheel and allow it to spin).

Also, Cam seems to remember Dave Washburn mentioning something about not
tightening anything down (axle and pinch bolts) until you get the bike
off the center stand and shake it up and down a bit to get the wheel to
set, then tighten everything down. Can anybody tell me how to or if I
need to do this?
