It is NOT a choke (although most call it that). It is an enrichening
device. A choke restricts airflow. An enrichener adds fuel flow. You
have the latter.

That would be "A" as in APERTO (ahh-PEAR-toe) or open.
"C" as in "CHIUSO" (key-USE-oh) or closed.

I presume that the "C" position relaxes the cable and lets the
enrichener device drop to its seal. On VERY old carbs, like my '46, the
cable works opposite. Mine is a true air choke, and not an enrichener
like yours. Pulling the cable lifts the choke blade out of the way and
turns it off. I seriously doubt you have this style on a loop.
