Subject: Heavy Oxidation Removal

Bought a heavily oxidized speedo housing with plans on polishing it and
using it, that was until I saw it had 4 holes cut into it, I gather for
some warning lights. I'm still trying to polish it out but I'm having
trouble cutting through the oxidation. There's stuff on it that is
black in color and blotchy. I've tried polishing it out with a 3M green
pad with the metal polish but it will not cut through it. I've also
tried the black polish on the wheel and it shines up some parts but will
not cut through this black oxidation. Any ideas what I can use to
loosen it up? Some parts loosened up with the 3M pad so that it would
clean up with the bench grinder buffing wheel with black polish, but
I've got 75% left to clean up yet.

Any ideas are greatly appreciated.
