Sorry for flooding the board with all of the past several messages, just
speaking out loud trying to get ideas.

Looked closely at the front of the fender - the entire fender is closer
to the right side than the left, symetric with the rear. Now I'm really
wondering if I need to add a spacer somewhere to shift the wheel to the
left by 1/4" to be perfectly centered. Any thoughts on where I need to
add a shim to shift the wheel? In the wheel bearing or outside the hub?
Should the front wheel spin perfectly free? I noticed when I tightened
up the front axle, the wheel spins well but there is a sound like the
front brakes are dragging, which is what I thought it was, perhaps my
bearings are binding slightly and I need to add a shim to the right side
to free up that bearing, which in turn would shift the wheel to the left
by 1/4" or so?

the front down on it, the left side has a space between the tire and
