Subject: need help diagnosing problem- running rich - I think

On one of my newly acquired Eldo's I am having this problem - I first
noticed it when tuning it up and running it for the first time- started
to notice smoke on one side, and the pressure from the exhause was not
as strong as the other side- figured rings or chrome bores peeling as my
first thought (although there is no odd noise coming from the cylinder
in question)- pulled the heads- found very uniform deposit on head and
piston - dull black soot, not oily, not shiny- valves and valve seats in
great shape. Pulled the cylinder- ring end gaps all to spec, rings all
in good shape, cylinder walls in great shape, no scoring no peeling. Ok-
put it all back together- re-check valve clearances and timing, now turn
attention to carbs- slide height identical on both sides, cable tension
adjusted, all passageways clean , needles look good, same jets on both
sides, choke is not stuck. still having the problem.
What am I missing??? Any input appreciated.
