Ok, do I need to lube the outer diameter of this spacer. I'll for sure
put something on the axle when I insert it inside but what about the
outer edge of this spacer?

Ray, just lubing the axle is enough. That coats the inside of the
spacer and there is nothing which contacts the outer surface of the
spacer.
