If I take the #1 plug out of the bike and rest it on the head so it grounds,
#2 doesn't fire, if I set #1 so its not grounded, #2 fires.
I have tried chaging the coil wire.
I agree it sounds like there's not enough power or something isn't charging
fast enough. I mentioned I had tried 3 coils, but one was in a fire at one
time, one is the coil that was on the bike when it stopped running well and
one is a new accel coil that may or may not be correct for this bike, but I
figure any 12v coil will probalby work won't it? Also since all 3 coils give
me the exact same results I don't think it would be that.

The plug wires are in the right place. I've tried switching them to see what
effect it has and its always the #2 that doesn't fire.

Ted:

I'd have a hard time pointing to hardware that functions fine until #1 is
connected. It would seem that if your distributor shaft was bent or sloppy
#1 would have no effect.

What about your coil wire, did you change that? It's as if #1 is somehow
robbing all of the available power and the condensor can't recharge fast
enough.

Is there a difference if the plugs are in or out of the bike?

One thing that I've done when I've fouled a plug is pulled the offending
plug wire out of the dist. cap far enough so it can still spark. For some
reason this cleans out the plug. I realize that you don't have a fouled
plug, but it'd be interesting to try this to see if there's any difference.

Lastly, and I'm not trying to make fun of you, do you have the plug wires
hooked to the proper points on the dist. cap? Left cylinder to outboard cap
hole, right cylinder to inboard cap hole?
