Subject: jumper block on Eldo?

My '74 Eldo Police has a jumper block that has been
mounted on the bracket with the Bosch Regulator. It
appears to have no functional purpose, as it just straight
through connects wire-wire to rear end devices (lights).
It does not connect to the regulator nor is it
specifically grounded. Is this "normal" - could it have
been a mod for Police use? It looks as though someone
just chopped through an original wiring harness and then
used a jumper block to reconnect the wires.
