Thanks guys. I lubed the cable ends and found that screw below the throttle
grip and played with it a little and now it does seem to be snapping back
when I roll the throttle back and release it. I wish I hadn't made two
changes at once to know which trick fixed it, but it now is working better.
Thanks.

Next question will be on starting and the carbs.

What Greg said. The reason the throttle should snap back is because
there is a spring in the carb "tower" between the top cover and the
slide. So another thing to check is that these exist and that they are
not slammed, worn out, stuck, or whatever.

If you have the single cable Tomaselli throttle, check these things
(probably in this order):

1. There is a spring-loaded adjustment screw on the bottom of the
throttle. You can set it to lock the throttle in place, etc.
2. Lube all of the cables and be sure they aren't frayed, etc. You'll
probably need to remove the tank and check the 1-into-2 cable splitter.
Best to take it apart, clean, relube and assemble. They do tend to get
full of hard grease after 30 some-odd years.
3. Check to be sure that the end of your hand grip isn't on so tight as
to be rubbing up against the end of the handle bar.
4. Disassemble, clean, lube, and reassemble the throttle itself. It's
not complicated.

Somewhere along the line you should see it moving easily back and forth.
