The crank makes two revolutions to every one revolution of the cam, so
the cam is at a different rotational position at the two different TDCs.
You can prove this to yourself by looking in the timing chest, the cam
gear has twice as many teeth as the crank gear so it takes twice as long
to get around.

p.s., the Premier manual (factory manual) does a decent job of
describing how to set valve lash.

This site was a big help when I learned to re-torque heads and adjust
the valves. Find TDC by looking into the plug hole for the piston head
at its highest point on the compression stroke. Also, get the valve
clearances for your Ambo. Eldo is 6 for intake, 8 exhaust. The ones
given here are way to tight, and a different engine. To be done on a
stone cold motor.
