Thanks Greg. I planned on taking it off eventually, but I've
spent so much time with this bike apart recently I keep putting
it off...

 Hi Ted,

I'd start off by checking two things:

1. The large nut toward the front of the rear brake plate.
Make certain
that it is tight.
2. The brake lever toward the rear of the rear brake plate.
Make sure it
is secured snugly to it's splines.

In either case, I'd pull the rear wheel and have a quick look
at the
brake drum innards just to be sure everything is as it should
be. I
suppose one of the springs could be broken and causing havock,
too.

I really see this as being interal to the brake drum itself
(and its
associated parts) rather than in any linkage connected to it.
