You should have a big washer underneath both fork tube plugs.

I was looking through the manual, and I see on the upper plate where it
slips onto the shocks, there is a washer on the right side, and none on the
left. This causes the handlebars to lean left if you tighten the big nuts
down that hold the plate.

Is there a trick to balancing this out, even in the manual it shows a cir
clip or washer on the right side and none on the left. I was curious if
something else had to go underneath but couldn't find out anything by
looking at the diagram.
