It is stuck because the four O-rings are still on the studs which carry
the rocker arms bracket. They get old and VERY hard. When you remove
the bracket, the o-rings remain in place. You can't lift the head off
the studs because the rings are still there. Pick away at these four
studs to fracture and remove the o-rings. Then the head should just
lift off. The only other reason is that someone had it off before and
used some kind of cement on the head gasket.

The only other thing might be a wrong washer on the top center stud.
Someone once put an aluminum crush washer on the top center stud of one
I worked on. When it was torqued down, the washer deformed into the
stud threads. That one was tough. The washers must be steel!
