I had the same problem with one of mine. Spray the reflector with
ArmorAll or Silicon spray and gently pry the chrome ring off. You can then
take the reflector part off and get to the bolt head. Careful taking the
thing apart as the 'reflector' under the plastic part is only a thin piece
of metal (bends easily). Goes back together the same way with lots of
'lube'. Just don't 'hack' your way through the procedure.
All this is dependant on you caring to preserve it.

I have a pair of the amber ones (labeled lucas 1.5 2515) on my
backup front
fender. But the nut was turning the bolt with the nut. gah. probably
have to
grind them off. If you are not adverse to using adhesive,
