Fred,
On my '71 Ambo the instruments originally had a wrinkle finish,
although a gloss black is really not noticeably wrong. I've had great
success using wrinkle finish out of a spray can on my dash, can't tell
the difference from original. The trick is to put it on heavy and put it
under a heat lamp or flood light to dry it. Should work on your
instruments, since you wouldn't want to bake them at the powdercoater's.

On a civilian Eldo, were the sides of the instruments painted black or?
I am getting the dash back from the powder coater (wrinkle finish) and
will be re-assembling the idiot lights, etc. The instruments have some
black paint on them and in some places it's peeled off revealing some
kind of plating.
Thanks
