The top of the fork tubes are tapered and fit tightly into the top plate. Yes, he's driving the tubes down away from the top plate. Shouldn't damage the threads if you only loosen the top plugs less than 1/8th inch. A two-legged gear puller can sometimes be used also.
The steering head bearings are readily available from any good bearing supply house - Timken and SKF are the usual brands, the number is 30205. Mine cost $10 ea. Cheers,
