Here in Pennsylvania, for inspections, you can't shave any sharp metals edges exposed and the frame has to be sound, and all the lights have to work, or else it won't pass.....so the alternative is to go to what we call a "lick'em-stick'em" shop where, for a few extra bucks, they'll pass anything. You will not see, as I have in other states, cars going down the road without fenders and such, in Pennsylvania...if it's (the car) too bad, a cop will pull you over and give you a spot inspection, and that depends on how bad he wants to be a prick. Emissions inspection is a whole other story............................

Would you like to elaborate on this. Since SD does not have state
inspections, I'm confused what a the body condition would have to do with
safety, unless it about floor board rust.
Stupid minds want to know!

Gee officer, I didn't know that my blue dented fender was unsafe on my red
car.

Alas, I too had a Type 3 wagon. Drove the piss out of for years for the
price of oil changes and coat hangers to keep the fenders and 1/4 panels
wired on to frame pan.. Otherwise they would flap in the wind with a
tremendous noise.
Excellant brakes, suspension, windows etc. No heater acct the heater tubes
were rusted away, but the floor pan was good. Go figure.

For my Guzzi content, I was given a beautiful spare rear fender for my 700
yesterday,either it was a sunday thing, or I'm a nice guy.
